A Classification Framework for Running Adaptive Management Rapids Ecology and Society

While adaptive management (AM) is becoming a preferred natural resource management approach, the conditions necessary to engage in AM are not always present. In order for AM to work, there must be an ability to engage in experimentation and then incorporate what is learned. Just as few rivers are unequivocally either “runnable” or “unrunnable” by a whitewater boater, successful AM depends on a number of factors, including legal frameworks and requirements, resource allocation regimes, and existing infrastructure. A Classification of Collaborative Management Methods Ecology and Society

Collaboration among multiple stakeholders can be crucial to the success of natural resource management. In recent years, a wide variety of methods have been developed to facilitate such collaboration. Because these methods are relatively new and come from different disciplines, little attention has been paid to drawing comparisons among them. Thus, it is very difficult for potential users to sort through the increasingly large literature regarding such methods. A Framework for Resilience-based Governance of Social-Ecological Systems Ecology and Society

Panarchy provides a heuristic to characterize the cross-scale dynamics of social-ecological systems and a framework for how governance institutions should behave to be compatible with the ecosystems they manage. Managing for resilience will likely require reform of law to account for the dynamics of social-ecological systems and achieve a substantive mandate that accommodates the need for adaptation. In this paper, we suggest expansive legal reform by identifying the principles of reflexive law as a possible mechanism for achieving a shift to resilience-based governance and leveraging cross-scale dynamics to provide resilience-based responses to increasingly challenging environmental conditions.

Developing an approach to governing adaptation to climate change is severely hampered by the dictatorship of the present when the needs of future generations are inadequately represented in current policy making. We posit this problem as a function of the attributes of adaptation policy making, including deep uncertainty and nonstationarity, where past observations are not reliable predictors of future outcomes. Two case studies are presented in which models were used as focal tools in problems associated with common-pool resource management in developing countries. In the first case study, based in Zimbabwe, Bayesian or Belief Networks were used in a project designed to enhance the adaptive management capacity of a community in a semiarid rangeland system. Adaptive management is appraised as a policy implementation approach by examining its conceptual, technical, equity, and practical strengths and limitations. Three conclusions are drawn: (1) Adaptive management has been more influential, so far, as an idea than as a practical means of gaining insight into the behavior of ecosystems utilized and inhabited by humans. (2) Adaptive management should be used only after disputing parties have agreed to an agenda of questions to be answered using the adaptive approach; this is not how the approach has been used. (3) Efficient, effective social learning, of the kind facilitated by adaptive management, is likely to be of strategic importance in governing ecosystems as humanity searches for a sustainable economy.
